| 1. | Special plans for the prevention of floods , the control of water - logging , irrigation , navigation , urban and industrial water supply , hydro - electric power generation , bamboo or log rafting , fishery , water quality protection , hydrologic surveys , the general prospecting and dynamic monitoring of groundwater , etc . , shall be formulated respectively by the competent departments of the people ' s governments at or above the county level and shall be submitted to the people ' s governments at the corresponding level for approval
防洪，治涝、灌溉、航运、城市和工业供水、水力发电、竹木流放、渔业、水质保护、水文测验、地下水普查勘探和动态监测等专业规划，由县级以上人民政府有关主管部门编制，报同级人民政府批准。 |
